Module 1: Leading Your State Team
Working with State Elks Leadership
DAP and Your State Association
Your DAP program operates within the broader State Elks Association structure. Building strong relationships with state officers and committees ensures DAP has the visibility, resources, and support needed to thrive.
Understanding the State Structure
Each State Elks Association has its own governance structure, but typically includes:
- State President: The top elected officer
- State Board/Trustees: Policy and budget oversight
- Committee Chairs: Leaders of various programs (you're one of these)
- District Deputies: Representatives of the Grand Exalted Ruler
Know your state's structure and where DAP fits within it.
Partnering with the State President
The State President sets priorities for the year. To gain their support:
- Understand their goals and show how DAP aligns
- Request time at state meetings for DAP updates
- Invite them to high-profile DAP events
- Keep them informed of successes and challenges
- Make them look good by running an excellent program
Securing Resources
Your state association may provide:
- Budget allocation: Funds for materials, travel, and events
- Convention time: Sessions for training and recognition
- Communication channels: Newsletter space, email lists, website presence
- Administrative support: Help with ordering, shipping, or coordination
To secure resources:
- Submit budget requests on time with clear justification
- Demonstrate ROI through activity reports and impact data
- Be a good steward—account for how funds are used
- Build relationships before you need something
Coordinating with Other Committees
Look for synergies with other state programs:
- Youth Activities: Coordinate on youth-focused events
- Scholarship: DAP themes for scholarship essays
- Veterans: Substance abuse awareness for veteran programs
- Public Relations: Share DAP stories for state publicity
- Lodge Development: Use DAP success to attract new members
State Convention Responsibilities
State convention is often your biggest opportunity:
- Training sessions: Educate Lodge and District Chairs
- Recognition: Present awards and celebrate achievements
- Reporting: Share state-wide results and goals
- Networking: Connect with DAP volunteers from across the state
- Materials: Distribute resources and samples
Plan your convention activities well in advance and coordinate with the convention committee.
Representing DAP Externally
You may represent DAP beyond the Elks:
- State government drug prevention initiatives
- DEA regional partnerships
- Coalition meetings with other prevention organizations
- Media inquiries about Elks drug prevention efforts
Coordinate with your State President on external representation.
